Cellucci Associates, Inc.

Whitenoise is pleased to be partnered with Cellucci Associates, Inc.

The founder, Dr. Thomas Cellucci, is one of the most world-recognized and globally in-demand security experts. He will accelerate the adoption of critical security solutions by global governments and commercial leaders.

Dr. Cellucci's most recent US government appointments were as First Chief Commercialization Officer in the Federal Executive Branch, Senior Counselor to the Under Secretary for Science & Technology, Director of Research & Development Partnerships Group, and Director of Public-Private Partnerships Office for the United States Department of Homeland Security (Washington, D.C.). These non-political appointments by the Bush and Obama Administrations produced significant results for the benefit of the US Department of Homeland Security and taxpayers through partnering with the Private Sector to yield more than $3.6 B in R&D to develop products and services for the DHS, First Responder and Critical Infrastructure and Key Resource (CI/KR) markets. The success of these developed and implemented federal programs like SECURE, FutureTECH and the detailed commercialization process through the establishment of the Commercialization Office in DHS has received substantial press and represents a new paradigm in Private-Public Partnerships. In addition, it has been conservatively estimated that the Requirements Development Initiative will save over $2.5 B in DHS resources; the Commercialization process will save over $10 B annually at DHS at its full implementation; and the S&T Private Sector Outreach program will save over $350 Million in S&T budget and opportunity costs.

Dr. Cellucci interacted regularly at the C-level with literally thousands of small, medium and large private and public corporations throughout the world. The success of these endeavors culminated in the ability to not only interact with, and throughout the highest levels of DHS, but also at the highest levels throughout other government agencies to share the programs and processes he established for replication in other Federal government arenas. He wrote twelve widely published books, detailed tutorials, articles and other training materials for dissemination not only throughout DHS, but other government agencies focused on developing detailed requirements.

In 2010, while continuing to serve as Chief Commercialization Officer, Dr. Cellucci was appointed the Director of the Office of Public-Private Partnerships which oversees the Long Range Broad Agency Announcement (LRBAA) procurement process, Office of SAFETY Act Implementation (OSAI), Small Business Innovation Research (SBIR) Office as well as the Commercialization Office. In addition, he was named the Director of Research and Development (R&D) Partnerships Group responsible to leverage the over $8B in assets and the expertise of more than 1,300 team members through the group's investments in national labs, universities, international partners, the private sector and government interagency partners to develop technologies and products for the Homeland Security Enterprise (HSE).Within the first year of serving as Director he increased the number of SAFETY Act approvals by over 33% as well as the number of direct and indirect partners with whom RDP collaborated by 2,282% (over 30,000 contacts). He briefed and worked with the DHS Secretary, Deputy Secretary and Operating Component Leaders of the Department on a regular basis as well as the U.S. Cabinet, President's Office of Science and Technology Policy (OSTP), Chief Technology Officer, Chief Performance Officer and many other members of the White House.

Currently, Dr. Cellucci is also Executive Vice President for ICS-NETT, Inc. (Vienna, VA) and is responsible for rapid time-to-market new product development, strategic partnerships and business development leveraging my extensive experience in both the public and private sectors. Whitenoise Laboratories Canada Inc. is pleased that ICS-NETT, Inc. is our lead agent for the United States Federal government.
